Chile Tactical: Multiple protests marking anniversary of 1973 coup to be held in Santiago on September 11; maintain heightened vigilance

Please be advised

  • Reports indicate that several protests marking the anniversary of the 1973 coup are slated to be held in Santiago on September 11. At 10:00 (local time), a march from Los Heroes to the Cementerio General will be held, via Avenida Libertador General Bernardo O’Higgins.
  • At 18:00 (local time), a gathering will be held at the Estadio Nacional Julio Martinez Pradanos. A related gathering will be held at the Plaza Bicentenario de Conchali at the same time.
  • Associated events are expected in the capital on the day, however, the timings for the same remain unconfirmed at this time. Focal points include the La Moneda and the nearby Monumento al Presidente Salvador Allende.

Assessments

  1. Given the historical importance of the day, the combined turnout for the slated protests is likely to be in the mid-to-high tens of thousands.
  2. Based on precedent, the protests carry with them a potential for unrest. Clashes between protesters and the police are likely. Demonstrators are likely to erect ad hoc roadblocks and block access to transportation hubs. Spontaneous gatherings and marches are likely throughout the day around key squares and government buildings, such as Plaza Baquedano.
  3. With this, a bolstered police presence is expected to be deployed in the vicinity of all the demonstrations as a precaution and to monitor proceedings. In the event of escalating unrest, authorities are highly likely to resort to forcible methods of dispersal such as tear gas and conduct mass arrests.
  4. Significant disruptions to vehicular and pedestrian traffic are expected to be experienced throughout the day in Santiago.

Recommendations

Those operating or residing in Santiago on September 11 are advised to maintain heightened vigilance in the vicinity of the planned protests.
