Israel & Palestinian Territories Tactical (UPDATE): Israeli forces capture alive two remaining Palestinian prison escapees in West Bank’s Jenin during overnight hours of September 18-19; maintain vigilance

Please be advised:

  • According to the Israel Defense Forces (IDF), Israeli security forces successfully captured alive the two remaining Palestinian prison escapees who escaped Israel’s Gilboa Prison. They were captured in Jenin’s environs in the West bank during the overnight hours of September 18-19. 
  • The unarmed fugitives were apprehended without resistance and no injuries were reported during the operation. 
  • Two suspected accomplices, who are reportedly Jenin residents, were also detained in the raid. 
  • Violent unrest was reported in the area following the arrests as locals threw rocks and explosives at Israeli security forces. 

Assessments & Forecast:

  1. The successful arrest operation concludes a 13-day manhunt for the six Palestinian militants who escaped from the high-security Gilboa Prison on September 6. This period has been characterized by heightened tensions between Israelis and Palestinians, with near-daily clashes between Israeli security forces and Palestinians in several focal points in the West Bank, a number of low-sophistication acts of militancy in the West Bank and within Israel’s 1967 borders, as well as the launching of rockets from the Gaza Strip towards southern Israel on two occasions. Specifically, singular rockets were launched from the Gaza Strip towards southern Israel during the evening hours of each day in which the previous escapees were caught.  
  2. FORECAST: Thus, it is plausible that rockets will be launched from the Gaza Strip towards southern Israel during the evening hours of September 19. Given that the two escapees are Palestinian Islamic Jihad (PIJ) militants, the PIJ is more likely to be responsible for such potential launching, which given precedent will be conducted during the evening hours, around 21:00 (local time). Such potential launching of rockets will likely be confined to one or two rockets. Should this materialize, Israel will likely respond with retaliatory airstrikes against Hamas’ infrastructure in the Gaza Strip in the overnight hours. Such retaliation will also likely be conducted in a measured fashion as the Israeli government will overall wish to conclude the development, contain tensions, and prevent a wider escalation of hostilities.  
  3. FORECAST: Tensions are expected to remain high in the West Bank in the coming hours and days, with clashes between Palestinians and Israeli security forces likely near main Israeli checkpoints and security installations. This may particularly include the Beit El Checkpoint at the northern entrance to Ramallah, the Huwara checkpoint south of Nablus, and the Qalandiya Checkpoint north of Jerusalem. In addition, more significant unrest will likely be recorded in Jenin environs, the hometown of the escapees and a PIJ stronghold in the West Bank. This may include security-related incidents near the Jalamah Crossing. Additionally, there remains an underlying threat of acts of “lone wolf” militancy, such as stabbings and car-ramming attempts particularly within the West Bank, Jerusalem, and East Jerusalem in the coming hours and days. 

Recommendations:

  1. Those operating or residing in Israel and the Palestinian Territories during September 19 and over the coming days are advised to remain vigilant throughout the region and avoid the vicinity of Israeli checkpoints and security installations throughout the West bank. This particularly pertains to the Jenin environs.  
  2. In case a Color Red siren is sounded, if a designated shelter exists, immediately go there. If not, go to a room with as few external walls, windows, and openings as possible, close all openings, sit on the floor below the window line and near an internal wall. In an open area, lay down on the ground and cover your head with your hands. When driving, safely pull over and follow the above instructions. Remain in position for at least ten minutes unless instructed otherwise and stay away from any unidentified objects. 
  3. It is advised to maintain heightened vigilance in Jerusalem, particularly in East Jerusalem and the Old City due to the increased tensions and elevated risk of unrest or a militant attack.
