Libya Alert (UPDATE): LNA Spokesperson confirms attempted car bomb attack against LNA checkpoint in Zillah on August 22; highlights IS’s continued desire to carry out attacks

Please be advised:

  • According to the Spokesperson of the Libyan National Army (LNA), Ahmed al-Mismari, an Islamic State (IS) operative attempted to carry out a suicide car bomb attack at a checkpoint at the entrance to Zillah. No casualties were caused. al-Mismari noted that the perpetrator was shot at and apprehended by LNA forces.
  • Picture material released by the LNA indicates that the attack resulted in a fire at a caravan and several LNA vehicles. There are no signs that an explosion occurred.
  • Unconfirmed reports indicate that the militant had tried to jump off the car before the materialization of the attack. He was subsequently caught.
  • Reports indicate that the incident occurred at the western entrance to Zillah.
  • Eastern Libya’s official news agency indicated that more attackers may have been involved in the incident and that LNA forces are searching for additional militants in the area.

Assessments & Forecast:

  1. After a significant lull in IS operations in Libya throughout 2020 and the first half of 2021, several militancy-related incidents indicated that the militant group retains an operational capacity in southern Libya. Most significantly, this was highlighted on June 6, when the militants conducted a car bomb attack at an LNA checkpoint near Sebha, 350 km southwest of Jufra District’s Zillah. Following this attack, LNA forces carried out counter-militancy operations in the Haruj Mountains area, east of Sebha and south of Zillah, and claimed to have confronted IS operatives in the region. In this context, the current attempted attack reiterates IS’s presence in central and southern Libya. It furthermore shows that the jihadists also remain capable of assembling car bombs, regardless of their quality, and proactively attack LNA forces. FORECAST: IS will likely attempt additional attacks of this nature in the areas surrounding the Haruj Mountains over the coming months. This may include the Zillah area, which is also home to the Zillah Oil Field, located 20 km east of the city.
  2. The current attack appears to have failed. This is indicated by the fact that it merely caused a fire, did not incur casualties among LNA personnel, and ended in the assailant’s apprehension. The reasons for the operation’s lack of success could potentially be related to various factors such as the explosives failing to detonate, or the militant being spotted by LNA forces from a distance and then shot at. Either way, it points at shortcomings in the execution of the attack.
  3. While the LNA Spokesperson did not indicate that additional militants were involved, the report by Eastern Libya’s national news agency shows that authorities suspect such a scenario. FORECAST: Thus, the LNA is likely already deploying reinforcements to Zillah’s environs to bolster security protocols and conduct reconnaissance operations aimed at spotting retreating militants. Given precedent, the LNA may also initiate counter-militancy operations into regions suspected of serving as hideouts for IS militants, particularly in and around the Haruj Mountains. Thus, there is a risk of clashes between militants and LNA forces in this region over the coming hours and days.

Recommendations:

  1. It is advised to defer all travel to Tripoli at this time due to the current political instability and the risk of a broad deterioration of security conditions. Travel to Benghazi, Misrata, and Tobruk should be for essential purposes only, while adhering to all security precautions. Contact us at [email protected] or +44 20-3540-0434 for itinerary and contingency support plans.
  2. We advise against all travel to Libya’s southern Fezzan Region due to the presence of armed criminal networks. It is particularly advised to avoid all travel to the area extending from the Haruj Mountains to Zillah, Tamanhint, Sebha, Ghadduwah, Taraghin, and Umm al-Aranib, as this currently constitutes the Islamic State’s (IS) primary area of operations in Libya.
  3. We further advise against all travel to Libya’s border areas at this time due to persistent violence and lawlessness in these regions.
  4. Avoid the immediate vicinity of government buildings, police stations, media outlet offices, and political party and militia headquarters, given that these locales have been targeted by militias and militant groups in the past.
  5. Westerners, particularly US citizens, operating in Libya are advised to maintain a low profile and exercise heightened vigilance in light of prevailing anti-Western sentiment and increasing attacks against foreigners.
  6. Nationwide, take precautions to mitigate the risk of being targeted for kidnapping. Refrain from traveling in luxury vehicles and maintain a generally low profile. Routinely alter travel routes and refrain from divulging sensitive itinerary information to strangers.
