Morocco Tactical: Health workers to strike, protest outside Rabat’s Ministry of Health at 11:00 (local time) on December 2; maintain heightened vigilance

Please be advised:

  • Four Moroccan labor unions, the Moroccan Workers’ Union (UMT), the National Labor Union of Morocco (UNTM), Democratic Confederation of Labor (CDT), and the Democratic Federation of Labor (FDT), have called on their members in the healthcare sector to strike on December 2.
  • The unions also called for a protest outside Rabat’s Ministry of Health (MoH) at 11:00 (local time) on December 2.
  • The labor action has been called to denounce the government’s alleged lack of interest in holding meaningful negotiations to address the demands of health workers, which include poor working conditions and significant reforms to the healthcare sector.

Assessments & Forecast:

  1. This follows a similar strike by unionized health care workers on November 16 across Morocco after the labor action conducted by nurses and health technicians on November 11-12. FORECAST: Operations, particularly at public hospitals are likely to experience significant delays due to the nationwide strike by health workers on December 2. However, as the strike will not affect emergency admissions, resuscitation, or intensive care, essential treatments are unlikely to be significantly affected by the labor action. While it is unclear if workers at private hospitals will participate in the strike, increased demand could disrupt services at private facilities as well.
  2. FORECAST: Based on precedent, the protest outside Rabat’s MoH on December 2 will likely attract attendance between high dozens to low hundreds. This is especially due to the known mobilization capabilities of the four aforementioned labor unions. Given that it is slated to occur outside a government building, security forces will likely be deployed to the locale in large numbers. This, in turn, increases the potential for limited scuffles between protesters and security personnel who will attempt to maintain order and prevent traffic disruptions at the locale. Furthermore, given the slated protest and the anticipated security deployment, disruptions to travel should be anticipated in the vicinity of the MoH. Smaller localized protests outside hospitals and other healthcare facilities throughout the country are also liable to occur on December 2.
