Peru Tactical: Anti-government protest slated to be held at Avenida de la Peruanidad in Lima at 15:00 (local time) on November 27; maintain vigilance

  • According to reports, the opposition Renovacion Popular (RP) party and the Asociacion Nacional de Empresas de Transporte de Combustible (ANETCO), an association of fuel transport companies, have called for an anti-government protest in Lima on November 27. Protesters will gather at Avenida de la Peruanidad at 15:00 (local time).
  • The protest is being called to demand the resignation of President Pedro Castillo, citing economic challenges.  

Assessments

  1. Given the mobilization capacity of both RP and ANETCO, the protest is liable to draw a turnout in the high-hundreds to low-thousands. Additionally, given that ANETCO has called on transport and student unions to join the protest, a higher turnout in the mid thousands can be expected should they participate.
  2. Given the anticipated turnout, a bolstered security presence is expected to be deployed in the vicinity of Avenida de la Perunidad to monitor proceedings. 
  3. Judging by the heightened anti-government sentiments, the protest carries a latent potential for unrest in the form of clashes between protesters and police.
