Peru Tactical: Multiple protests to be held in Lima from 16:00 (local time) on August 21-22; maintain heightened vigilance

  • Reports indicate that protests demanding the removal of incumbent President Castillo will be held on August 21 and 22 in Lima. On August 21, the protest will be held at Plaza San Martin at 16:00 (local time). On August 22, protesters will gather at Parque Mariscal Castilla at 15:00 and will march towards the Miraflores Central Park via Av. Arequipa, where they are expected to arrive by 17:00.  
  • Additionally, on August 21 a parents’ collective ‘Volvamos a clases Peru’ will stage a protest march at 10:00 from Parque de la Felicidad to the Ministry of Education. The protest has been organized to demand a return to in-person classes.

Assessments

  1. Based on precedent, the protests against President Castillo are likely to draw a turnout ranging in the low-to-mid thousands, while the protest by the parent’s collective is likely to witness a lower turnout in the low-to-mid hundreds.  
  2. Counter-protests by supporters of the President are also likely. With this, the protests against the President carry the potential for unrest, with clashes likely to be recorded between the deployed police, protesters, and counter-protesters. That said, the protest march by the parent’s collective is likely to transpire largely peacefully.

In the event of widespread unrest during the anti-Castillo protests, police are liable to use forcible dispersal measures including water cannons and tear gas and may undertake mass arrests.  
  4. Significant disruptions to pedestrian and vehicular traffic are likely along the route of the protest marches on August 21 and 22.
