USA Tactical (UPDATE): State of Emergency declared in NYC, other north-eastern cities due to heavy rains, floods on September 2; remain cognizant of local updates

  • The National Hurricane Center (NHC) has issued flood watches for northern portions of the Mid-Atlantic Region into southern New York and southern New England, while tornado watches are in effect for portions of southern Connecticut, northern New Jersey, and southern New York for September 2, due to Tropical Depression Ida. The weather conditions are forecast to cause heavy rains and flash floods in the aforementioned areas on September 2.  
  • Additionally, river flooding is forecast from eastern West Virginia and western Maryland into southern Pennsylvania and New Jersey, especially in the Monongahela, Potomac, Susquehanna, Delaware, lower Hudson, and Coastal Connecticut river basins on September 2. 
  • New York City Mayor Bill de Blasio has declared a State of Emergency (SoE) on September 1 and has advised citizens to stay off the roads until further notice. Movement of all non-emergency vehicles will be prohibited until 05:00 (local time) on September 2. The New York City Subway services remain extremely limited, with several subways closed for operations.  Several major thoroughfares including the Lincoln tunnel remain flooded as of the late-night hours of September 1. 
  • In New Jersey and Pennsylvania, authorities have declared an SoE until further notice due to the inclement weather conditions that have led to major power outages, impacting over 88,000 and 117,600 households respectively. Several flights also remain canceled at the Newark Liberty International Airport (EWR), New Jersey as of September 1.  
  • Separately, over 909,500 customers remain without electricity in Louisiana, while over 38,000 remain without power in Mississippi, as of September 1. Authorities in Louisiana have also confirmed 212 water supply systems are experiencing outages, affecting more than 600,000 customers. Due to the inclement weather conditions, authorities have mandated nightly curfews in several of Louisiana’s cities and parishes: in New Orleans and Ascension Parish between 20:00-06:00, East Baton Rouge Parish between 00:01-05:00, Livingston Parish between 18:00-06:00, and Tangipahoa Parish between 19:00-06:00. All flights at the Louis Armstrong New Orleans International Airport (MSY) have been canceled for September 1, while most flights remain canceled from September 2-3. Shortages to essential commodities and widespread disruptions to public utilities are expected over the coming days, especially in Louisiana. Although major interstate highways are operational, some roads remain affected in Louisiana and Mississippi.
