Bolivia Tactical: Rallies announced for MAS anniversary celebrations in La Paz, Yapacani on March 28, 30; allot for disruptions

Current Situation

  • The Pacto de Unidad, led by the Confederacion Sindical Unica de Trabajadores Campesinos de Bolivia, a trade union, has called for a rally to celebrate the 29th anniversary of the Movimiento Al Socialismo (MAS), the left-wing ruling party, at Plaza San Francisco in La Paz, La Paz department starting at 08:00 (local time) on March 28.
  • The rally in La Paz will be attended by President Luis Arce, and delegations of social organizations from all nine departments of Bolivia, including more than 100 social organizations.
  • Separately, members of MAS allied with former President Evo Morales have called for a rally at the Estadio Municipal in Yapacani, Santa Cruz on March 30. The time for this rally is yet to be confirmed. The rally will be attended by Morales.

Assessments & Forecast

  1. Based on previous MAS anniversary celebrations, the celebration in La Paz is expected to draw a turnout in the mid-to-high tens of thousands while the one in Yapacani will likely draw a turnout in the low-to-mid ten of thousands.
  2. Despite friction between the two factions within MAS, the celebrations are likely to transpire peacefully without unrest and counter-protests, largely because the two factions are holding separate events in different cities.
  3. However, given the presence of key political figures at both rallies, a bolstered security presence is likely to be deployed at the rally sites.
  4. Disruptions to vehicular and pedestrian traffic can be anticipated near the rally sites.

Recommendations

Those residing or operating in La Paz on March 28 and Yapacani on March 30 are advised to allot for disruptions to traffic near the aforementioned rally sites due to the MAS anniversary celebrations.
