Colombia Tactical: Road closures announced between October 19-November 1 in Cali, Valle del Cauca ahead of COP16 summit; allot for disruptions
Current Situation
- According to reports, road closures have been ongoing since October 10 and will be in effect until November 1 in Cali, Valle del Cauca, to accommodate the UN-led COP16 summit.
- The summit is slated for October 20-November 1, with an estimated 18,000 delegates and guests alongside over 1,000 journalists expected to attend.
- Authorities will enforce the pedestrianization of areas surrounding the Plaza de Cayzedo, namely, the ‘Green Zone’, which will serve as a public space for exhibitions, cultural events, and side activities that complement official proceedings.
- Road closures are slated on:
- Carrera 4, between Calle 13 and Calle 10
- Carrera 5, between Calle 13 and Calle 10
- Carrera 6, between Calle 11 and Calle 10
- Calle 7, between Carrera 1 and Carrera 5
- Calle 10, between Carrera 1 and Carrera 3
- Calle 11, between Carrera 3 and Carrera 6
- Calle 12, between Carrera 5 and Carrera 6
- Exceptions to road closures will apply to emergency services, logistics, and those operating or residing in the ‘Green Zone’.
- Mobility in the city center surrounding the Plaza de Cayzedo will be accessible through the following alternate routes:
- Avenida Circunvalacion
- Calle 5
- Calle 15
- Avenida 2N

- Road closures for official proceedings in the ‘Blue Zone’ surrounding the Centro de Eventos Valle del Pacifico in Yumbo, on the outskirts of Cali, have not been released, as of writing.
- Credible reports citing officials at the Casa de Narino indicate that President Gustavo Petro is likely to travel to Cali on October 20, to attend the opening ceremony for the COP16 summit.
- In addition to previously reported security measures, over 100 personnel of the military’s elite Grupos de Accion Unificada por la Libertad Personal (GAULA), specializing in anti-extortion and kidnapping, have been deployed to assist in security coordination in Cali, as of October 19. This is in addition to the 4,000 additional Policia Nacional officers, supplementing the 6,300 Policia Metropolitana de Cali members, deployed for 24/7 surveillance in and around Cali.
