Georgia Tactical: UNM to protest outside Parliament in Tbilisi from 17:00 (local time) on November 13; avoid vicinity of protests

Please be advised:

  • The opposition United National Movement (UNM) is slated to protest outside the Parliament in Tbilisi from 17:00 (local time) on November 13.  
  • The protesters are demanding the transfer of incarcerated former President Mikheil Saakashvili to a civilian hospital amid reports of his deteriorating health. The UNM has also called for the cancelation of the results of the October 30 municipal polls. 
  • Three members of the opposition Girchi-More Freedom were reportedly detained after staging protests outside the offices of State Security Offices in six cities in Georgia on November 11.    

Assessments:

Turnout at the protest is expected to reach the high hundreds based on participation witnessed at recent demonstrations. The arrests of the Girchi-More Freedom members are also likely to bolster attendance. Given the sensitive nature of the protest site and expected turnouts, enhanced security measures are likely. As such, there is a risk of clashes between the police and protesters, especially if the latter attempts to forcefully enter the Parliament building. Smaller ad-hoc demonstrations at other locations like the Ministry of Justice or Ministry of Health on the day may also occurLocalized disruptions to travel are anticipated in the vicinity of protests.

Those operating or residing in Tbilisi on November 13 are advised to avoid the vicinity of the slated protest due to the risk of unrest.
