Germany Tactical: Anti-COVID-19 lockdown protest, counter-protests to be held outside Reichstag in Berlin at 11:00 (local time) on November 18; maintain heightened vigilance

Please be advised

  • On November 18, a protest against the COVID-19 lockdown measures is slated to be held outside the Federal Parliament building, also known as the Reichstag in Berlin at 11:00 (local time). The protest has been organized by the Querdenken movement.
  • Previous protests by the movement held in Leipzig and Frankfurt have reported instances of unrest.
  • Further, reports suggest that two counter-protests are slated to be held at the same location on the day. However, the timings of the counter-protests remain confirmed at this time.

Assessments

  1. The slated protests carry with them a potential for unrest. Clashes between opposing protesters and the police are likely to be reported. Further, the police may resort to forcible measures such as tear gas, water cannons, and conducting mass arrests to disperse crowds in the event of unrest or if the demonstrators do not comply with COVID-19 regulations. With this, a bolstered police presence in central Berlin is expected to be deployed to maintain public order.
  2. Based on organizers’ estimates, the combined turnout for the protests is likely to be in the high hundreds to the low thousands. Disruptions to vehicular and pedestrian movement may be anticipated from the morning hours onwards.

Recommendations

Those operating or residing in Berlin on November 18 are advised to maintain heightened vigilance in the vicinity of the slated protests due to the potential for unrest.
