Germany Tactical: Unionized public transport workers to hold nationwide strike on February 26 – March 2; allot for disruptions

Current Situation

  • A strike by unionized public transport workers associated with the Vereinte Dienstleistungsgewerkschaft (Verdi) trade union will be held nationwide, except in the state of Bavaria, on February 26 – March 2. 
  • The labor action will affect bus, tram, and metro services. However, Verdi has announced that the labor action will vary, with some states set to observe partial strikes while others will hold strikes throughout the slated period. 
  • Verdi also announced that the primary strike would be held on March 1, with the labor action set to coincide with a protest organized by the Fridays for Future (FFF) climate group that supports the strike.  
  • The labor actions are being organized to demand increased salaries and better working conditions amid ongoing negotiations. A similar strike was also held in early February, resulting in significant disruptions to regional and international travel. 

Assessments & Forecast

  1. Given Verdi’s mobilizational capabilities, the labor action is expected to be widely adhered to, unless averted.  
  2. As such, public transportation services will be severely impacted across Germany, resulting in delays and cancelations of bus, tram, metro, and local rail services through the slated strike period, especially on March 1. Residual disruptions and delays are expected to persist at least until March 3, as transport authorities resolve passenger backlogs.   
  3. An increased demand for alternative modes of transport, including taxis and rental vehicles, is anticipated throughout the strike period. Additionally, increased traffic congestion is expected nationwide as commuters resort to using personal vehicles.   
  4. While no associated protests have been announced as of writing, demonstrations are liable to be held outside transport hubs nationwide. Such protests are expected to attract a turnout ranging in the high dozens to the low hundreds and transpire largely peacefully.  
  5. Given precedent, Berliner Verkehrsbetriebe (BVG), Berlin’s primary public transport company, is expected to publish details regarding associated travel disruptions, with these anticipated to be available on BVG’s website, accessible here (in German). 
  6. Should the ongoing negotiations fail, additional strikes after March 2 cannot be ruled out.
