• The Tamil Nadu Congress Committe (TNCC) of the Indian National Congress (INC) announced statewide protests during Prime Minister Narendra Modi’s visit to Tamil Nadu on April 6.  
• The protests will be held in all district headquarters across the state. The exact timing of the protests remains undisclosed, as of writing.  
• The demonstrations will be held to condemn the central government’s policies, including the alleged imposition of Hindi language, center’s three-language policy, alleged insufficient disaster relief funding, and inadequate support for school education. 

1. The anticipated participation in the statewide protest is likely to vary, with turnout in Chennai and other urban centers expected to reach the low hundreds. In smaller cities, participation will likely range between the mid-to-high dozens, based on the mobilization capabilities of the party. The authorities are expected to bolster security in the vicinity of all TNCC district offices, including the TNCC headquarters at Sathyamurthy Bhavan in Chennai. Security may also be increased in the vicinity of Bharatiya Janata Party (BJP) offices. These measures will likely include the deployment of police personnel and installation of barricades to monitor the proceedings.   
2. There exists a latent risk of localized scuffles between protesters and the police, particularly if the former resort to unruly behavior, such as blocking major roads or attempting to breach security barriers. In such cases, the authorities are likely to employ crowd dispersal measures such as baton charges and temporary detentions. Significant travel disruptions can be expected in the vicinity of potential protest locations on April 6. 

Those operating or residing in Tamil Nadu, including Chennai, on April 6 are advised to maintain vigilance in the vicinity of TNCC protests due to associated risk of scuffles while allotting for travel disruptions.
