Italy Tactical: Protests against Green Pass to be held at train stations nationwide, including Rome, Milan at 14:30 (local time) on September 1; maintain vigilance

  • Details on the city and location for the slated demonstrations are as follows:

  • The demonstrations are scheduled to occur as Green Pass restrictions go into effect for those traveling on long-distance trains on September 1.

Assessments

  1. Based on precedent, the demonstrations are liable to witness varying turnouts ranging from mid-dozens to mid-hundreds, with the protests in Rome and Milan expected to be the largest. 
  2. The larger protests are liable to lead to disruptions in railway services, potentially resulting in delays and cancelations to inter-city travel.
  3. Although the majority of the demonstrations are liable to transpire largely peacefully, the larger demonstrations may witness clashes between the police and protesters, especially in the event of train disruptions. A bolstered security presence can be expected in the vicinity of the aforementioned train stations, with wider unrest potentially resulting in the police using forcible dispersal methods, including conducting mass arrests to disperse the crowds.
  4. Disruptions to pedestrian and vehicular traffic can be expected in the vicinity of the aforementioned train stations from 14:30 onwards.
