    • In Monterrey, Nuevo Leon, the march will start from Explanada Cultural at 16:20 and return to the same location.

    • In Xalapa, Veracruz, the march is scheduled to start from the Teatro del Estado at 16:20 and reach Plaza Lerdo.

Assessments & Forecast

  1. Based on previous marches held by civil society organizations associated with marijuana activism, including one on April 20 in Mexico City, as well as the Global Marijuana March on May 7, 2023, the upcoming demonstrations will potentially draw varying turnouts in the mid-dozens to high hundreds. Mexico City will likely witness the highest turnout between the mid-to-high hundreds.
  2. Given precedent, the demonstrations are liable to transpire peacefully. Despite this, bolstered security forces are expected along the march routes, particularly on Avenida Reforma in Mexico City, and in the vicinity of protest locations to monitor proceedings and divert traffic.
  3. While small-to-medium scale disruptions to traffic can be anticipated in a majority of the cities with slated marches, significant disruptions to vehicular and pedestrian traffic remain likely along Avenida Reforma in Mexico City, considering the expected turnouts and possible ad-hoc road closures.

Recommendations

Those operating or residing in the aforementioned cities in Mexico on May 4 are advised to allot for disruptions to travel owing to the slated marches during the slated timings.
