Morocco Tactical: CNPCC calls for protest outside Rabat’s Court of Appeal at 12:00 (local time) on May 10; maintain heightened vigilance

- Members of the National Coordination of Contractual Teachers in Morocco (CNPCC) have called for members of the Rabat and Casablanca districts to protest in front of Rabat’s Court of Appeal at 12:00 (local time) on May 10.
- This coincides with a nationwide strike called by the CNPCC between May 9-14.
- Meanwhile, the CNPCC have also called for protests in Marrakesh’s al-Harithi Square at 17:00 on May 10, a march from Marrakesh’s Ibn Rushd Square to the Regional Center for Training Professional Educators on May 11 at 16:30, and at al-Hoceima’s Regional Center for Training Professional Educators at 14:00 on May 10.

Teachers hired on a contractual basis across Morocco have frequently protested since 2019 to demand better working conditions, higher wages, and incorporation into the public sector. This fresh round of protests has been triggered by requests for increased wages, and is also being held to denounce the perceived violence displayed by the authorities towards a CNPCC protest in Rabat on March 2, 2022. FORECAST: As previous protests organized by CNPCC have seen relatively high turnouts, the protest slated outside Rabat’s Court of Appeal will likely garner participation in the high dozens to mid-hundreds. As the protest will be taking place in front of a government building, security forces will likely erect barriers in the vicinity of the Court in order to contain the event. In the event that the protesters get too close to the building, security forces will likely divert them, thus increasing the potential for localized scuffles and clashes, as was recorded during the March 2 protest in front of the Ministry of Education in Rabat. In the event that such scuffles occur, security forces are liable to utilize riot dispersal measures.
