Poland Alert: Individual carries out vehicle ramming in Szczecin, injuring 20 people, during rush hours (local time) on March 1; elevated risk of copycat attacks in near term

Current Situation

  • On March 1, 20 people, including six children, were injured in a car ramming in Szczecin, northwest Poland. The 33-year-old suspect initially drove his car into crowds of pedestrians waiting at a tram stop near Plac Rodła, in the center of the city, at around 16:00 (local time), during rush hour. He then fled the scene and drove for another kilometer before crashing into three other vehicles, where he was then detained by police.
  • The victims’ ages range from five-years-old to 62. Two people are in critical condition and four are in serious condition. Six Ukrainian nationals were also injured.
  • 70 police officers, nine fire brigades, and 18 emergency medical teams were dispatched.
  • The suspect is a Polish citizen and resident of Szczecin who was undergoing psychiatric treatment. He was not under the influence of drugs or alcohol during the attack. Authorities have ruled out a terrorist motive but believe the ramming was deliberate.
  • The suspect has been charged with attempted murder and escaping from the scene of an accident and faces a maximum sentence of life in prison. The suspect pled guilty and reportedly provided police with an explanation for the attack – however, details have not been made public as of writing. Investigations are ongoing, including a psych evaluation.

Assessments & Forecast

  1. In addition to the attack being deliberate, the timing and location suggest it may have been premeditated. That the suspect targeted a busy traffic junction during rush hour supports this as it suggests he intended to cause mass casualties. Indeed, had the suspect not crashed his vehicle following the initial ramming, he may have targeted additional locations, increasing the number of casualties.
  2. While authorities have ruled out a terrorist motive, considering these points, the influence of extremist ideologies cannot be ruled out as of writing. Further, although the attack was likely triggered by the suspect’s psychiatric issues, such individuals are more susceptible to radical content, with both Islamist and far-right extremist actors known to praise previous terrorist attacks, including vehicular rammings, online.
  3. FORECAST: The suspect’s background is expected to raise concerns over the surveillance of individuals with psychiatric issues, especially those prone to violence. Considering this, coupled with the trend of individuals with mental health issues repeatedly being radicalized and carrying out attacks across Europe, authorities are liable to bolster surveillance and monitoring of at-risk individuals.
  4. Regardless of motive, the modus operandi points to a rise in the threat of vehicular ramming attacks regionwide. This is supported by similar incidents reported in Steinkjer, Norway in April 2023, Cologne, Germany in March 2023, and Berlin in June 2022. Like the recent ramming, German and Norwegian authorities did not establish terrorist motives either. As such, this is indicative of vehicle rammings being used by various actors – not just Islamists as in previous years.
  5. This can be attributed to the media coverage of such attacks, which can inspire copycat attackers, as well as the relative ease in executing vehicle rammings – namely the low cost, limited planning, and high impact.  FORECAST: With that, the recent incident carries a risk of inspiring similar vehicle attacks, carried out by lone actors, in Poland and regionwide. This is especially relevant given the general increased terrorism threat level in Europe due to the Israel-Hamas conflict.
  6. That the attack occurred in Poland, where the terrorist threat is low, is also notable as it points to a lack of preparedness among security agencies. In comparison, countries that have recorded large-scale vehicle attacks, including France and the UK, are more likely to invest in protective measures to mitigate the threat of attacks. These include physical barriers, including security bollards, near particularly vulnerable targets such as bus/tram stops.
  7. FORECAST: Given concerns over copycat attacks nationwide, amid the extensive media coverage, authorities are likely to bolster security in major cities to mitigate public concern. This is likely to take the form of increased police patrols in city centers. Moreover, discussions over the installation of protective measures, as discussed in the previous point, are likely.

Recommendations

  1. Travel to Poland may continue as per government guidelines while maintaining vigilance for potential copycat attacks of vehicular rammings.
  2. Alert authorities immediately upon witnessing suspicious items or behavior.
  3. Public, private, and third sector organizations are advised to increase their awareness of threats on social media through the use of threat monitoring services due to the increased potential for incidence of vehicular ramming attacks.
