Americas Tactical (UPDATE): Pro-Palestinian protests slated in multiple cities between March 17-18; maintain heightened vigilance

Current Situation

  • According to reports, pro-Palestinian protests, demanding a ceasefire amid the ongoing Israel-Hamas conflict, are scheduled in multiple cities of Canada, Chile, Mexico, and the USA on March 17-18.
  • Details regarding the locations and timings of these protests are as follows:
    • In Canada, a protest is slated at 110 rue Notre Dame in Montreal, QC, at 14:00 (local time) on March 17.
    • In Chile, a march is slated at the Centro Gabriela Mistral cultural center on Avenida Libertador Bernardo O’Higgins 227 in Santiago at 11:00 on March 17.
    • In Mexico, a march is scheduled to commence at 15:00 from the Angel de la Independencia, proceed towards the Embajada de Estados Unidos, US Embassy, and conclude at the Palacio Nacional, National Palace, in Mexico City on March 17.
    • In the USA, protests are scheduled as follows:
      • In Seattle, WA, a protest is planned at 915 2nd Avenue at the Henry M. Jackson Federal Building, starting at 12:00 on March 17.
      • In Los Angeles, CA, an event is scheduled at Miramar Park, 201 Paseo De La Playa, beginning at 08:00 on March 17.
      • In Chicago, IL, a coalition is organizing a rally at 400 West Superior Streeton at 08:00 on March 18.
Notable Security Incidents
  • On March 13, Pro-Palestine demonstrators disrupted operations at the international terminal of San Francisco International Airport (SFO) in San Francisco, CA.
  • On March 14, Pro-Palestinian protesters staged a demonstration in the lobby of a prominent US newspaper in New York City, NY.
  • On March 15, police arrested two individuals following a pro-Palestinian rally that occurred outside an event Prime Minister Trudeau was attending in Toronto, ON.

Assessments & Forecast

  1. Given precedent and social media traction, the upcoming demonstrations are expected to witness varying turnouts ranging in the low hundreds-to-mid thousands at each location. The protests in Santiago and Mexico City are expected to draw the highest attendance between the low-to-mid thousands.
  2. Given heightened sentiments over the conflict, ad-hoc counter-protests by pro-Israel activists witnessing a turnout in the low-to-mid dozens can also be anticipated in the vicinity of slated demonstrations.
  3. Given past pro-Palestinian protests, the slated demonstrations are expected to transpire peacefully in Chile and Mexico. However, there is credible potential for an escalation into localized unrest, manifesting as roadblocks and scuffles between protesters, potential counter-protesters, and security personnel in Canada and the USA. This is due to the heightened sentiments and polarizing rhetoric over the issue.
  4. As such, bolstered security measures are expected near all protest sites to monitor proceedings and divert traffic. Should protests escalate into localized unrest, authorities are anticipated to conduct mass arrests.
  5. Meanwhile, lone-wolf security incidents in the form of targeted or indiscriminate stabbings, shootings, and arson against Muslim or Jewish individuals at their residences, places of worship, commercial areas, and protest locations also remain possible in Canada and the USA.
  6. In addition, significant disruptions to pedestrian and vehicular traffic can be anticipated in the vicinity of the aforementioned protest locations during the slated timings.

Recommendations

  1. Those operating or residing in the aforementioned cities in Canada, Chile, Mexico, and the USA on March 17-18 are advised to maintain heightened vigilance in the vicinity of planned and spontaneous pro-Palestinian protests due to the potential for localized unrest.
  2. Allot for traffic disruptions in the vicinity of all protest locations.
  3. Maintain heightened vigilance for potential security incidents near Israeli and US embassies, synagogues, mosques, and other Jewish entities regionwide.
