France Tactical: Two protests to take place in Paris on April 12-13; maintain heightened vigilance

Current Situation

  • Reports suggest that two protests will take place in Paris on April 12-13.  Details of which are as follows:
  • On April 12, activists associated with Marche des Solidarites, a fraternity group, will stage a protest march starting from Place de la Republique at 16:00 (local time).
  • Following the initial gathering, protesters will march towards Maison des Metallos for a concluding rally. However, the exact route of the protest remains unconfirmed.
  • This protest is being held against proposed plans to force university students out of their accommodations so that their places can be used for the upcoming Paris Olympics.
  • Motorcycle activists affiliated with the Federation Francaise des Motards en Colere (FFMC) organization will hold a protest at Porte Dauphine on Avenue Foch starting at 14:00 on April 13.
  • This protest is being held to denounce the new regulations mandating technical inspections for motorized two-wheeled vehicles.
  • Similar motorcycle protests are also slated to take place in multiple cities nationwide during the afternoon hours on April 13-14. Their locations include Place Bellecour in Lyon, Le Dome on Avenue de Saint-Just in Marseille, Zenith Sud on Avenue Albert Einstein in Montpellier, and Allee des Foulques in Toulouse.

Assessments & Forecast

  1. Based on the mobilization capabilities of the organizers as well as the social media estimates, the students’ protest is likely to witness a turnout in the low hundreds, whereas the motorcycle activists’ protest will attract a turnout in the high hundreds to low thousands.
  2. Given heightened sentiments associated with the protest issues, these protests carry a latent potential for unrest in the form of clashes between protesters and police. In the event of escalating unrest, police are likely to use forcible crowd dispersal methods, including conducting arrests. With that, authorities are likely to deploy a bolstered security presence near the aforementioned protest locations to monitor proceedings.
  3. Disruptions to pedestrian and vehicular movement are anticipated near the protest locations during the slated timings.

Recommendations

  1. Those operating or residing in Paris on April 12-13 are advised to maintain heightened vigilance in the vicinity of the aforementioned protests due to the latent potential for unrest.
  2. Allot for travel-related disruptions near these protest locations.
