Kuwait Tactical: National Assembly elections to be held nationwide on April 4; allot for disruptions, take precautions

Current Situation:

  • The National Assembly elections in Kuwait are scheduled for April 4. Voters will elect 50 out of the 65 assembly members. The Emir of Kuwait will select the remaining 15 members. 
  • The Ministry of Justice (MoJ) announced that 123 schools will serve as 764 polling stations for the elections. 
  • The Council of Ministers announced the suspension of work in all ministries, government agencies, public bodies, and institutions on April 4. 

Assessments & Forecast:

This follows Kuwait’s Emir Sheikh Meshal al-Sabah’s dissolution of the parliament on February 15 which was prompted by the National Assembly’s alleged violation of the constitution after a member of parliament (MP) made a speech considered disrespectful to the ruling authority. The latest elections have therefore been called in accordance with Kuwait’s constitution which states that National Assembly elections are to occur within two months of the parliament’s dissolution. FORECAST: The upcoming elections are set to coincide with Ramadan which is observed by the majority of Kuwait’s population and could potentially impact voter turnout. Regardless, security will likely be heightened around polling centers, which could lead to road closures and the rerouting of traffic. There is a possibility of election-related protest activity taking place in Kuwait City’s central areas like al-Erada Square, based on precedent. Such demonstrations will remain peaceful. Schools and banks will likely remain closed on April 4 nationwide.

  1. Those operating or residing in Kuwait on April 4 are advised to allot for disruptions to travel and business continuity due to the slated parliamentary elections.  
  2. Avoid the vicinity of large gatherings or protests as a general precaution, and remain abreast of authorities’ directives.
