Venezuela Tactical: PSUV slated to march in support of Maduro’s candidacy registration for presidential polls in Caracas from 09:00 (local time) on March 25; allot for disruptions

Current Situation

  • The ruling Partido Socialista Unido de Venezuela (PSUV) political party has called for a march to the Consejo Nacional Electoral (CNE, National Electoral Council) headquarters in Caracas on March 25, to accompany President Nicolas Maduro as he travels to the CNE to register for the 2024 presidential polls.
  • The march is slated to start at 09:00 (local time) from two locations: from Zona Rental in Plaza Venezuela and CANTV on Avenida Libertador.
  • According to PSUV’s social media posts, party members from multiple states, including Anzoategui, Monagas, Barinas, Falcon, Trujillo, Portuguesa, and Zulia among others, are also headed to Caracas to attend the march.
  • Parties belonging to the Gran Polo Patriotico Simon Bolivar (GPPSB) electoral alliance, of which PSUV is a part and which constitutes 12 other parties, are also slated to attend the march.

Assessments & Forecast

  1. Based on social media estimates, the slated march is likely to witness a turnout ranging in the high hundreds-to-low thousands.
  2. Judging by the precedent of previous PSUV demonstrations, including on January 23, the slated march is likely to transpire peacefully without any major instances of unrest. Although anti-government sentiments are heightened due to the perceived crackdown on opposition party members, particularly those from the Vente Venezuela (VV) party, the potential for a spontaneous counter-protest remains low.
  3. Nevertheless, a bolstered security presence can be expected along the slated march routes, to divert traffic and monitor proceedings.
  4. In addition, significant disruptions to vehicular and pedestrian travel can be expected in the vicinity of the CNE building as well as along the slated march routes, including in the form of ad-hoc road closures.

Recommendations

Those operating or residing in Caracas on March 25 are advised to allot for disruptions to travel along the route of the PSUV-led march.
