Brazil Tactical: 20th ATL gathering ongoing at Eixo Monumental in Brasilia through April 26; allot for disruptions

Current Situation

    • The 20th Acampamento Terra Livre (ATL) gathering organized by indigenous groups led by the Articulacao dos Povos Indigenas do Brasil (APIB) is ongoing in Brasilia until April 26. 
    • In the demonstration which started on April 22, indigenous community members will set up camps at the Eixo Cultural Ibero-Americano located near Eixo Monumental.  
    • Demonstrations are planned at Praca dos Tres Poderes and near Congresso Nacional. However, exact details regarding march routes remain unconfirmed as of writing. Further details regarding the protest actions and related events can be found here (in Portuguese).  
    • The protest aims to denounce alleged “anti-indigenous” bills passed in Congress and demand the demarcation of indigenous lands, previously stalled under former President Bolsonaro’s administration. Protesters also condemn violence against indigenous communities and highlight concerns about mental health access for indigenous groups.  

Assessments & Forecast

  1. Based on the mobilization capabilities of APIB, coupled with the turnout witnessed during the 19th edition of ATL in 2023, the camp is expected to witness a turnout in the low-to-mid thousands. Although the exact location of the planned marches remains unknown, similar turnouts are expected near Praca dos Tres Poderes and other protest locations.   
  2. Despite heightened sentiments over indigenous rights, the 20th  ATL gathering is expected to transpire peacefully without instances of major unrest, given precedent. This is buttressed by President Lula da Silva’s administration expressing support to the indigenous community along with his recent recognition of two additional indigenous territories on April 18. 
  3. Given that the demonstrations will be held near government buildings, a heavily bolstered security presence is expected to monitor proceedings.  
  4. Significant disruptions to vehicular and pedestrian traffic can be anticipated near Praca dos Tres Poderes and the Palacio do Congresso Nacional during protest actions and associated events until April 26.
