Brazil Tactical: Unionized federal employees to hold protest march in Brasilia from 09:00 (local time) on April 17; allot for disruptions

Current Situation

  • Multiple unions representing federal employees such as the Forum das Entidades Nacionais dos Servidores Publicos Federais (FONASAFE, Forum of National Entities of Federal Public Servants) and Federacao de Sindicatos de Trabalhadores Tecnico-administrativos em Instituicoes de Ensino Superior Publicas do Brasil (FASUBRA, Federation of Unions of Technical-Administrative Workers in Public Higher Education Institutions in Brazil) have called for a protest march in Brasilia from 09:00 (local time) on April 17.
  • Participating federal employees are slated to gather at the Catedral Metropolitana (Catedral de Brasilia) and march towards the Ministerio da Gestao e Inovacao em Servicos Publicos (MGI, Ministry of Management and Innovation in Public Services).
  • The march is being conducted as part of the three-day ‘Jornada de Lutas’ (Journey of Fights) to denounce the government’s refusal to increase salary for federal employees. The career plan restructuring for federal public servants, following the government’s refusal to increase salaries in 2024, is also a part of the march’s agenda.
  • As per reports, federal workers from multiple states, including Alagoas, Amazonas, and Minas Gerais are slated to travel to Brasilia to join the April 17 march.

Assessments & Forecast

  1. Considering the mobilization capacities of FONASAFE and FASUBRA, coupled with the participation of other unions from other states as well, the march could likely draw a turnout between the mid-to-high hundreds.
  2. Given precedent, the march is likely to transpire largely peacefully without any incidents of unrest. Nevertheless, authorities are expected to bolster security along the march route and near government buildings to monitor proceedings, divert traffic, and prevent any chances of escalation.
  3. In addition, localized disruptions to pedestrian and vehicular traffic can be anticipated in the vicinity of the aforementioned march route from 09:00 onwards.

Recommendations

Those residing or operating in Brasilia on April 17 are advised to allot for disruptions to travel in the vicinity of the aforementioned locations from morning hours onwards due to the slated protest march.
